A Portage man faces a possible nine months in jail after police said he beat his dog and failed to provide food and water.

Douglas A. Levzow, 47, of Portage, is free on a $2,000 signature bond after appearing Wednesday in Columbia County Circuit Court.

Portage police say a witness on Oct. 6 saw Levzow hitting his dog, a female beagle, several times while she was underneath a van; when the witness asked Levzow to stop, he struck the dog two more times again harder, using the plastic housing of an expandable leash.

Levzow told the witness, ‘It’s my …. dog and I can hit her,” according to a criminal complaint.

The witness told police that Levzow then dragged the dog into an apartment, choking her with her collar.

Police were told that Levzow leaves the dog outside in all types of weather and never feeds the dog or gives her water; the witness said that someone other than Levzow has been feeding and giving water to the dog for a month, according to the complaint.

When police arrived to take the dog from Levzow, he told them there was nothing they could do about him hurting the dog because it was his dog, the complaint stated.

Levzow also told police, “I’ve got cats too and I can do that to them,” according to the complaint.

The dog is described as “small and skinny” and police said the dog cowered when police took the dog from Levzow, the complaint stated.

Levzow faces a misdemeanor charge of mistreating animals — intentional or negligent violation; the charge carries a maximum penalty of $10,000 in fines and nine months in jail.

Court Commissioner Charles Church ordered Levzow to not possess or have violent contact with animals or pets.

Levzow’s case was scheduled for a pretrial conference Nov. 25 and a court hearing Dec. 27.
