Dog napped pooch returned; owner to build new fence - News10.net

ACAMPO - JoJo the dog is back with his owners after an apparent dog napping Sunday night.

JoJo, a half-pit bull, half-Queensland heeler, was kept on a chain attached to a 120-foot tether on one of his owner's properties on Woodson Road in Acampo. A man who lives near property felt that JoJo was being treated badly and started a Facebook campaign highlighting the dog's living situation on Facebook.

On Sunday night, JoJo's owners received an ominous Facebook post from a unknown person. By Monday morning, JoJo was gone.

"We've been following the posts and there was somebody that posted saying [Sunday] night that they had the bolt cutters, the food, the leash, the truck and they were gonna come get JoJo," JoJo's co-owner Mary Arnaiz said.

On Tuesday, JoJo was found wandering the streets of Galt, several miles to the north of Acampo. He was picked up by Sacramento Animal Control officers, who soon spotted a picture of JoJo posted online by a San Joaquin County detective trying to track down the dog.

JoJo was then quickly returned to his owners, who said they plan to build a fence to allow JoJo to be taken off his chain.

Art Oelsner, the man behind the Facebook campaign to get JoJo off the chain campaign, said he's thrilled.

"He's off the chain, they're committing to keeping him off the chain and that's all we cared about," Oelsner said.

Oelsner claimed JoJo was malnourished before he began feeding the dog. He said JoJo was never allowed off the chain that kept him attached to a 120-foot dog run.

Arnaiz denies JoJo was malnourished and said he'd simply been doing guard dog duty on the temporarily vacant property.

For his part, Oelsner said he will help get the fence built for JoJo. He's offered to solicit donations on his Facebook page to raise money for the $3,100 fence.

"And I have to say thank you to JoJo's owners," Oelsner said. "Yes, we've had a little bit of friction over this issue, but they've agreed to take him off the chain, which is what we wanted."

He also plans to take his crusade on chains and dog runs to the state legislature. Current law allows dogs to be kept on chains for only three hours, unless they are attached to a tether. Oelsner wants that changed so that dogs cannot be kept chained to tethers indefinitely.

"And we are going to pursue a law called 'JoJo's Law' that will close this loophole in the current law that allows a dog to be chained as long as he's on some kind of a tether," Oelsner said.

He's convinced that if the legislature passes it, Gov. Jerry Brown will sign it.

"He's got his dog with him at his side all the time," Oelsner said. "And I'm sure he wouldn't want his dog on a chain."

The guard dog who has been surrounded by controversy should soon have a new fence to let him roam his yard freely.
